This multi-years research is facilitated by APHB DP2M DIKTI, aims to produce an evaluation model that applicative, comprehensive, practical, and easy to use by classroom teachers to evaluate guidance and counseling services in elementary school. This evaluation model is equipped with an accurate set of evaluation instrument. Strategy of this research instrument. Strategy of this research uses R & D approach by Plomp's model. The development process through three stages. At this preliminary study stage, researcher explored a hypothetical or conceptual model design that includes four components, named model AbKIN. The other output generated in these preliminary stages are constructs of instruments of evaluation model that is expected to be developed and tested conceptually and empirically to obtain the final product that can be implemented in several elementary schools in the following years. The results of this preliminary study are 1) a hypothetical design of evaluation model for evaluating guidance and counseling services in elementary school (named Model AbKIN), 2) construct of six sets of evaluation instruments supporting AbKIN Model and 3) obtained pre-survey input from several elementary schools about the barriers to conduct evaluation in guidance and counseling services area.
