An impasse between the Democratic governor and the Republican-controlled legislature has left Minnesota without a budget for the fiscal year that began on Jul 1, 2011. State-run museums, parks and highway rest-stops have been closed; the issuing of tax refunds, driving licences and grants for social work has been suspended and 22,000 state employees have been put on leave without pay. This sort of "shutdown", in which less urgent services are suspended for lack of legal authority to keep them going, is not unheard of in America. This is Minnesota's second, after a nine-day hiatus in 2005.
