Bill Ch'ng plans endless attractions to draw Singaporeans across the border: outlet shopping, cowboys, dance halls. And his project is just one silver of giant Iskandar. Ch'ng, the chief executive of Malaysia Pacific in Kuala Lumpur, is pursuing a $1.5 billion project in southern Malaysia, right on the Singapore border. The 638-acre site is barren land today, but he has a grand vision. The centerpiece would be the Asia Pacific Trade & Expo City, or Aptec, which at 4 million squre feet, would be the biggest trade and distribution hub in Asia.
