Protectionism against China makes bedfellows of U.S. steelmakers and environmentalists. While the world has had its eye on tariffs and quotas, another trade war has been simmering, over dumping. This month, U.S. Steel and other American manufacturer filed suit against China, alleging the dumping of 2.6 billion worth of welded and seamless steel pipes. Steel and associated products made up half the 414 dumping claims filled with the World Trade Organization from 1995 through 2008."U.S. steel companies are one of the biggest users of anti-dumping (laws) worldwide," says Daniel Ikenson, who follows protectionism at the Cato Institute."They've been working it since the first law was enacted in 1930."
