This article offers a comprehensive empirical analysis of the determinants of social movement mobilization, with serious consideration of countermovement leadership and infrastructure on terms comparable with those of the movement. The authors examine the role of resources, infrastructure, and leadership in tenant mobilization in the Los Angeles tenants’ rights movement between 1976 and 1979. Using survey and census data along with archival materials, they compare neighborhoods across Los Angeles and find a significant role for resources, infrastructure, and leadership; notably, the authors find that counter movement infrastructure and leadership are more important to renter mobilization than movement infrastructure and leadership.
