The Social security as quoted by the Law No. 40/2004 is one form of social protection to ensure all people in order to meet the basic needs of a decent life. The purpose of this paper is to discuss the obligation of governments to provide tuition assistance to fund the health insurance program for the poor and disadvantaged communitioes as stipulated in Article 14 of law No. 40/2004 on National Social Security System. The method used literature study and other data. It can be concluded that the Act on National Social Security System is the concept of a mix between social security and social assistance for the purpose of expansion of universal membership.
