Raymond Williams told us, 'culture is ordinary'. Like all good slogans, this one is pregnant with many meanings. You might think that the English national curriculum raised a calculated two fingers to the notion of culture Raymond Williams stood for. Successive revisions have accorded less and less value to the linguistic and other cultural practices of ordinary people. But my argument today will be that in at least one important respect the English national curriculum is not quite as it seems; rather than being at odds with most people's everyday cultural practice around language, it is very much in tune with that practice. It mobilises an impulse that is not narrowly elitist but genuinely popular, though in this case the impulse has been recruited to elitist and reactionary ends.
