Safe City is the integration of technology and the natural environment enhances the effectiveness of the process of handling the threat of crime and terror, to enable the availability of a healthy environment for citizens, and access to health, rapid response to emergencies. One aspect contained in the safe city is the evacuation support which includes disaster traffic management model. The purpose of this paper is to develop a research framework for disaster traffic management model with contra flow and zone scheduling, in order to minimize evacuation time and avoid congestion in the evacuation process.
