In guaranteeing the existence and effectiveness on the empowerment program realization, then the long and complicated mechanism must be removed from the application process itself. The procedure and the mechanism of bureaucracy in the community empowerment program have unfortunately impacted on the decreasing interest to actively participate in the empowerment program. Nevertheless, such initiation in the empowerment program is obviously of vital for some certain communities, living in a distance from public facility and unable to reach the transportation. Thus, the adequate basis of infrastructural development is essentially required.
