This paper analyzes and describes a systems model of organizational problem showing mechanisms and possible intervention points based on congruent model in Taman Satwa Taru Jurug. A congruent model describes a model that specifies critical inputs, major outputs, and transformation processes that characterize an organization. All data presented in this paper was based on interview and observation. From the critical input it shows ownership and management indistinctness; and other problems from input are financial and technological restriction. From the transformation shows it that human resources is still minimum. Most of the officials have low level education (secondary high school). A little of past master and lost of span control and promotion are other problem from transformation. The output shows that service quality is not optimal in responding the changes.
