This article analyzes the tensions and paradoxes that are emerging as developing nation governments and civil society organizations alike institutionalize. It examines the prospect for effective representation and for democratic governance in the face of the increasing complexities and professionalization of the public's business and of non-governmental institutions. The article concludes that the challenges are large but not insuperable if approached with openness and imagination.
