This article provides a practitioner's account of strategic public diplomacy efforts during the second term of George W. Bush and the progress made in a variety of areas. The article focuses in particular on the Bureau of European and Eurasian Affairs in the U.S. Department of State, the only bureau to have a deputy assistant secretary dedicated wholly to public diplomacy. Examples of new public diplomacy tools such as a media hub in Brussels, “pre-active” diplomacy, solutions to getting outside “the Washington bubble” to listen to their core audience, and ventures into new media are discussed.
