After more than 40 years of authoritarian rule in its 54-year history, the worlds’s fourth largest country is poised on the verge of completing a breathtaking transition to a democratically elected government. As fate would have it, Indonesia;s transition is in grave danger of being snagged on one of the thorniest issues of political philosophy: the definition of a ‘popular mandate.’ In modern U.S. political history, for example, there has never been a case in which the president was elected by a plurality of the electorated. It is a contingency that American political experts have long dreaded, but fortunately, has never occurred.
