The Faustican pact Britain struck with its giant banks for the decade before the financial crisis went something like this: they were allowed to do pretty much what they wanted, including making piles of loot, but in return had to create jobs, buy ancillary services and pay loads of tax. One part of that pact has already been exposed as flawed, since it turns out that, given a free rein, banks sometimes blow themselves up. But it now seems as if another bit is suspect too: the idea that banks pay meaningful amounts of tax.
