In the recent year, Indonesia has a big problem on the mangement of natural resources a cause of the ecologyand acosystem damage, likes: forest burnt; flood; to slide in the some regions and seldom in the resource of water. For this resent, we need reformation for recreate institutions of natural resource to becom a new institutions with new paradigm: democratic and prejudiced for public interest not one side for capitalism. After the falling down of New Order regime, we successful create a social, politic and econimoc reformations, and we looks the changes of the new politic institution with direct election for choice the presidential and governer in the region level, and the institutions of autonomy region for reduction of regional centralization. But, this reformation not yet prejudiced for natural resource intitutions, especially natural water not yet is former. The natural resources institution must be in the direction for share to public interest with fairness and democratic, especially for the poeple who not have access for manage the natural resource. The point to be change are: Firstly, policy for natural resource (The management of natural resource for local public interest with protection by goverment. approach ecosystem for natural resource planning inthe regional level and ecologic and economic definiton for the natural resource advantage). Secondly, in the level institution likes: right for community tradition in the local level; the justice and equality for gender, ethnic in the management on natural resource. For that reason, the social problem to be solved is politic and law justification support; the institutional support on the national and regional level for the reclaiming natural resource by the local people; institutions reformation on the natural resource (UUPA, Forest intitutions, Mine UU intitutions). This article gives describe the importance of social resource for support the natural resource, especially in the region of Jabodetabekpunjur (Jakarta, Bogor, Depok, Tanggerang, Bekasi, Puncak dan Cianjur)
