After the fall of Soeharto rezim in May 1998, a political landscape is changing in Indonesia. The power shifted has influenced the power structure between the central and local hovernment. The process of changing significantly after the reformation 1998 through regional autonomy at the level of district/municipaHty since 2001. Further political development occured in 2005 when the Law of Regional Autonomy and Direct Election on local executives and legislative. The political decentralization at the same time influence directiy the organization of political party at the local government level. At the beginning, the regional autonomy by the Law of Regional Autonomy No 22 year 1999 was refused by the Ministry of Home Affairs. This is understandble because this ministry has the largest authority in determining lokal elites both Governor and Head District/Municipality. Therefore, most of elites' bureucrat supporting the decentralizaation with half hearted. Meanwhile, democratization process has given rooms for civil society and scholars to participate actively on the debate of political system and relation of central and local government of Indonesia. How far the institution and the laws have opended for public participation in the public decision process.
