Fiscal decentralization is one of the main components of decentralization. In order that government could effectively perform its function and freely make decision in delivering services at public sector, it has to be supported by sufficient financial resources, both stem from regional own income, included surcharge of taxes, tax and non tax profit sharing, loan and central government subsidy. Fiscal decentralization implementation is expected to increase efficiency at public sector and to push economic growth which could have impact to social prosperity. However, such a thing could not be succeed if several requirements could not be fulfilled.
