More than ten years of regional autonomy has been evaluated to have many problems, mostly those problems are: first is bad planning and legislation shortcut; second is no blue print to guide in detail on legislation implementation; third is no adequate preparation and coordination as well as partisipation on bills implementation both in national and regional levels; fourth is continous tension between central and local government in regard of personnel; fifth is inadequate of local government's knowledge on democracy and accountability, and the last is no enough management skill on human resources as well as the disfunction of regional electoral according to prinsipal of local government democracy. The high cost of regional election has been one of dark impact. Regional autonomy in the district level has increase such problems expecially the grey relation between province and district level, ineffective and inefficient of local government practies, the spread of politics manipulation and corruption, exploitation of natural resourcesas pay back of electoral expenses and elitesism in local election, Therefore it is about time to consider shifting the regional autonomy to the provincial level to maintain the unity and comprehensive development and to avoid ditrict/municipality arogancy on egoism.
