The position of regional autonomy can be understood from the relation built between the central dan local government and among the autonomus regions. The position of regional autonomy in the context of unify state is based on the undertanding that" the local government is the the creature of the national government." On that persfective, then the relation between central and local government is a hierarkial relation. The effecitive government is by process according to systematic design of government. For Indonesia, the effective government is the government that can deliver prosperity to its people by steps under the unity of state which decentralization implementation.While democratic government is the government that can fulfill the people's value of independency and capale of providing the process of people participation on the governance.
