Scenario of UU 22/99 on decentralization in practices faces a lot of problems. Its implementation has tiggered controversial issue and conflict both horizontal and vertical, between society and among elites either national or local level. Leadership conflict such as dignity erruption of higher level leader to the lower level office has distorted local government development. There is a territorial conflict among local governments, economic conflict based on natural resources captivation including its market. Further is a bill conflict that one local bills againts another. Including local goverment expending region as apart of reformation in Indonesia government which is Based on democracy for autonomy and welfare by services from the closest local government. Expending region should be seen as a part of regional autonomy which has Been distorted in the district and provincial level. Conflict between provincial and district level is a crusial problem since its impact on economic and political gains in both regions. Making provincial level as a administrative is one way to reduce the tension. One institution of expanding region should be present to calculate economically the region clearly and consistenly to maintain the development of regions.
