Isi artikelAs China’s economy undergoes rapid change and faces new challenges in the global market, a multi-stakeholder and targeted training system for developing the skills of farmers needs to be set up and institutionalized. WITH a rural population of 800 million, 28 million of whom live below the poverty line, China is the largest developing country in the world. Lack of access to education and training maintains a low level of education and production skills among the rural poor. According to the 2002 census, rural populations receive an average of less than seven years’ education: 40 per cent of rural workers have a primary school education, 48 per cent attend middle schools, only about 12 per cent fi nish high school, and less than 5 per cent receive some agricultural vocational training. In remote areas and minority groups, the average education level of farmers and herders is much lower than the national average.
