The objective of this presentation is to enrich the true knowledge to the common people on the GHG mitigation, in Indonesia, which obviously has correlation with the effective leadership. Since the Rio de Janeiro summits (1992) Indonesia is always very active participant on the climate change issue conferences. The proven records may be founded that in 1996, Indonesian delegation had contributed a lot during the preparation period of the Kyoto Protocol in Osaka. Due to the active role, in 1999 Indonesia was selected as one of 20 Non-Annex I to carry out the National Strategy Study on Clean Development Mechanism (CDM), especially on energy sector. At the time the forestry sector, which its real name is LULUCF was still left behind. Reason, too complex to manage due to people freedom in Non- Annex 1 might be disturbed. The most important findings from the above-mentioned study, which already published by Ministry of State for Environment, entitled: "Identification of Less Greenhouse Gases Emission Technologies in Indonesia. " (2001). It seems, that the government is ineffective on the GHG mitigation, which may be proven by action of the largest SOE, during 2007 - 2009. They are assigned by President SBY to switch away from kerosene to LPG, but forgot to apply CDM investment scheme. The government lost a lot of incentive, which may attain US$ 1.176 Billions (NPV) from 2013 - 2022. Remember that kerosene's C02 emission is less than LPG as much as 33 %. Recognizing the above-mentioned fault has not corrected yet, the government still wish to reduce GHG emission by 26% -41% in 2020, of which the forestry sector percentage is higher than the energy sector (13.5 %>< 12.5 %). The estimated total cost is excessive, IDR 400 Trillions (Metro TV - January 29, 2010). The national climatology expert said: "If 10% achievable, it is good enough ". (Dr. Rizaldi Boer - IPB Bogor). His judgment might be right, but the writer estimation approximately 15 %. Common people will say: 'Government is wishing to catch the moon; the bird in hand is released. "
