Isi artikelIf EFA goals are to be achieved by 2015, well-trained teachers must be present in the classroom on a full-time basis. In sub-Saharan Africa, increased absenteeism among teachers and shortages of administrative and support staff caused by HIV/AIDS is seriously undermining the move towards EFA. A recent IIEP workshop proposed policy measures in order to increase the management capacity of ministries and mitigate teacher absences in AIDS-infected environments.
