In recent years, a major concern of governments has been to ensure sufficient investment in skills formation1 in order to sustain economic growth and maintain international competitiveness. But how can the TVET sector be developed without putting a greater burden on public finances? Although efforts have been made in many countries to encourage private spending and to improve efficiency in public spending, it is still very difficult to measure comprehensively the total investment in skills formation.
