Institutional mergers are a feature of the reform of technical and vocational education in many countries. In South Africa, college councils have a crucial role to play in the success of a nationwide programme of mergers designed to address the historical divisions of apartheid and to reduce unemployment and poverty. MERGERS in technical and vocational education are often seen as a means of rationalizing resources and concentrating management capacity with the intention of improving institutional efficiency and effectiveness. In the case of post-apartheid South Africa, there is also a political dimension; mergers are intended to help eliminate discrimination and to contribute to social transformation.
