The semantics of only says this: it asserts that no proposition from the set of relevant contrasts C other than the one expressed by its sister sentence a is true. There is in addition an implicature that a is in fact true. There is an industry devoted to the issue of whether the latter ingredient is an implicature (conversational or conventional), a presupposition, or part of the truth-conditions . . . For our purposes, we don't need to decide.
