The issues on smoking and drug use/abuse in Indonesia have been concerned by scholars and the government as the number of cases of cigarette smokers and drug abusers increase over the last decade, especially among young people. Although smoking is not considered as drugs, it is mainlythe entrance point for individuals to consume drugs. Besides, cigarette smoking affects health status of the citizens and related with a number of diseases. This paper will discuss both issues on smoking and drugs as the reflection of our study on behavioral change of drug users/abusers visiting rehabilitation centers in Jakarta. We take cigarette smoking into considerationbecause our study found that all of the respondents are cigarette smokers, started smoking at a very young age, and most of them reported as the way they used drugs. The issue on drugs inthis paper willfocus on the implementation of the national law on the requirement of those who are addicted by substances to take medical and/or social services at the existing rehabilitationfacilities. Wewillstart our paper with an introduction on the historical background of drugs in the country that influencesthe regulations on drugs after the Independence in 1945. Then the current issue on drug use that leads our team to raise a research question three years ago. Wewillcontinue with a brief methods and results of our study. . Then we willdiscuss the impact of the study on the public debate. As mentioned earlier, we willbring both issues on cigarette smoking and the implementation rehabilitation programs.
