Abstract
Palm oil is one of the commodities whose role is very important to the national economy of Indonesia. Palm oil plantation is the biggest contribution to earn the national income followed by rubber, coconut, and cocoa. The Palm oil industry faces some global challenge and problems including the various risks involved in the palm oil supply chain. The purpose of this study is to identify and analyze a variety of disorders that arise at the highest risk of the palm oil supply chain in the critical unit, as well as the mitigation and suggestions in dealing with those risks. The method which used to deciding and analyzing the highest risks in palm oil supply chain is Analytic Network Process (ANP). The actor of palm oil supply chain which identified as main farmers/plasma, traders, supplier, and palm oil industries. Risks of palm oil supply chain that have been identified in this research are in the area of quality, production, price, supply, transportation, and environment. The biggest risk faced by the farmers is in the area of environment, which pests and deseases become the biggest factor. The biggest risk faced by traders is the price which the fluctuation of price become the biggest factor. The biggest risk faced by supplier is the supply itself which the diversity of quality of supply become the biggest factor. The biggest risk faced by the palm oil industry is the production risk which low quality of raw materials is the most influence factor. Each actor in the palm oil supply chain systems have each risk distinct but equally important. To create a balance of the supply chain, each actor must be considered and treated equally. The role of government is expected to create strategic policies to benefit all parties.
