The process of curriculum change is complicated and multifaceted. Simplistic, piecemeal attempts to change one aspect at a time have proven ineffective. If schools want to install intelligent behavior as a learning outcome, there are numerous conditions which must be provided and coordinated. In this article, fourteen organizational, curricular and instructional concerns, with supporting research, are presented. Educators will need to resolve these concerns if intelligent behavior is to become a valid educational goal.
