General welfare has been the nation idea since the declaration of independence of the Republic of Indonesia. The founding fathers have become one of nation idea of Indonesia. However, poverty alleviation became a black shadow, mostly for developing countries like Indonesia. In Indonesia, poverty alleviation been done became spook that knock block off Indonesia people. In the oration state delivered by head of state Indonesia heaps of time expression that nominal of poverty in Indonesia have gone down, but the fact that happens especially in big city like that mother of city-state plenty more people of Indonesia that seeking mean of support with being panhandler, singing beggar, street vendors". In fact, much more people live in space underneath the bridge. Provincial Government of DKI Jakarta makes serious effort to fight against poverty; however, efforts have been done by the Provincial Government DKI Jakarta with a policy system apt to violating of human right rights in Jakarta. Saying that, because provincial government doing the action taht apt to emasculate poor human right to seeking mean of support without preparing productive economic program before, this is that later with Viena Convention diplomatic paradigm expansion human rights violation because not defend and guarantee economic rights.
