Abstract
Indonesia is an archipelagic country because most of its area is water. So now the government is focusing designing these marine transportation and port development for later distribution logistics in Indonesia take advantage of the sea lanes. Sea motorway concept is sea effective connectivity in the form of their ships and sail regularly scheduled from west to east Indonesia. There is now a toll route sea towards Papua. This route starts from the port of Tanjung Perak that carry charge to be distributed to other ports, including the port of Manokwari (Papua). The distribution in Papua is largely still use air lines and some use the sea route. The distribution pattern by ship in Papua using the distribution pattern of "point to point". The pattern of the distribution are sending goods from one point to another without regard to the overall route, causing the cost of logistics to be expensive due to the inequality in the distribution. In this study, will be designed for the sea service distribution of goods in Papua with the distribution pattern of "hub and spoke". The design of this service using the port - port in Papua both major port or harbor collector. The distribution pattern is more beneficial because it can deliver the goods from the hub to the spokes or otherwise be maximal. The design of routes using A Linear Programming Model with the help of software Matlab (Matrix Laboratory) in order to produce a couple optimal hub and spoke and also produce a minimum cost for its delivery.
