The research is called "Evaluation of Community Development Program in the Field of Economy of Oil and Gas Company in Muara Jawa Sub District in Kutai Kutanegara Regency in 2006". The study seeks to understand the concept and approach of, to evaluate the effectiveness of, and to understand the factors influencing the effectiveness of the community development program of Total E&P Indonesie and Vico Indonesia oil and gas companies in the field of economy in 2006. The research was conducted through survey. The type of evaluation was formative obtained by using the instruments of questionnaire and indepth interview. Subsequently, effectiveness of program was approached using input, process and output indicators of logical framework approach. 43 respondents constituted the purposive sample of the recipients of the program in the field of economy in 2006, community prominent figures, elements from local government (village head and secretary of sub-district head), NGO, local assembly of people, and the companies analyzed qualitatively and quantitatively. Result indicates that the concept refeffed to is the corporate social responsibility with its legal basis of act No. 2212001 based on the cost recovery (cost of exploration activities) with 70:30 gain sharing proportion in sector of gas and 85:15 in the sector of oil exploration activities financed by government funding through the Oil and Gas Regulatory Body and the oil and gas companies. The implementation of program pattern in the field of economics in 2006, the self-management pattern with the consent of the Oil and Gas Regulatory Body. The community development program mission of Tota E&P Indonesie in the field of economy in 2006 was accomplished in foOr b siness units, i.e. KNPI Computer enterprise, rolled cow farm, KSU Apel Sejahtera, and KSU Karya Membangun, and was not accomplished in Sindang Jaya frame industry and crab fattening industry. In the case of Vico Indonesia the missions accomplished are the Sindang Jaya farmer group and KerupukUdang Sahabat industry missions, and the missions not accomplished are Kerupuk Amplang and Cassava Chip Industries. The input of community development program of Total E&P Indonesie was distributed among six business units, while the input of the community development program of Vico Indonesia was distributed among four business units. The process of the community development program of Total E&P Indonesie was accomplished effectively in the active involvement of community starting from planning to implementation of the program using bottom up planning technique through village development planning convention, while Vico Indonesia did not (less) effectively involve community actively in the planning and implementation of the program through partnership pattern with the stakeholders in the community. The output of community development program was accomplished effectively with the availability of material and non-material in good condition and target-effective on the program recipient. The findings are that the program fund was not distributed among all villages, that program priority was not based on the economic condition of the community, and that there are lack of sustainability, marketing capabilities, and kno.wledgeon the management of program fund.
