The use of both seaside area and small island have the impact to the environment. It must managed to increase the prosperity of citizen through clearly and umbrella law. Every code of law have strength, weakness in practice if connected with the environment impact analysis. The goal of this paper is to critized the contain of the code of law of no 27 by year 2007 covering strength, weakness and its implementation related to environment, impact analyses. This analysis can provide a building advices, if it will be revised in the future. The result of analysis show that there are some strengths and weakness of the contain of the law. Also it is found that there are some barriers and challanges in the implementation of the contain the law.
