This Research is aimed to describe elite view about representative issue on political institution. This issu was controversial issue since liberty was opened. The opened Political process has attempt the society to represent their identity on Political institution. This researech used qualitative research method to explore the unique of individual as producer of reality. this Research indicated that elite view the equitable representative has presented if the interest of society have covered on political process in political instituition and the other view if social group is represented on political instituition. Elite see the democracy not just procedural by general election but also substantive by all process on political institution and to reform the political recruitment. Elite see that the minority right can be protected by the law who protected their interest on political process and giving the chance for their representation on political institution trough beyond of general election.
