Despite the connotations of the title, this book describes the use of the Internet as a communicational tool by various terrorist groups rather than as a direct vehicle of destruction (apart from one chapter devoted to cyberterrorism). It reminded me of Donald Rumsfeld’s initial reaction to the photographs of abuse from Abu Ghraib: he seemed less shocked by their content than disgruntled by his inability to prevent their distribution. Similarly, this work provides an almost exclusively descriptive account of the ease with which terrorists (as defined by the US State Department) can distribute their message. Like Rumsfeld, Weimann is more concerned about the ease with which terrorists use a medium of distribution – the Internet – than about the underlying causes of the actual message being conveyed – the reasons for terror.
