Mark Lloyd, a communications attorney, broadcast journalist, sometime university teacher, and senior fellow at the Center for American Progress, has written a historically based critique of American communications policy. In his view, communication is the basic infrastructure of democracy. Drawing upon the legacy of founding father and fourth US president, James Madison, Lloyd joins the many recent critical scholars who argue that access to information and opportunity for voice are instrumental to democratic deliberation.
