Technology measurement and personality measurement along with the management strategy as a basic and as a steps for developing technology should be done for reach out the purpose that has been set by company and through strength along with weakness identification process of the company and through model of technometric to decide how the strategy should be taken. This research will be done in Usaha Kecil Menengah (UKM) Bina Karya which is one of the UKM that produce a mask in Yogyakarta. Technology Development, which has been increased is the aspect that can be made as prime for the company to stand and compete with other, however it’s must be offset with the technology which is being use along with the right human resource capability. Through technometric and personality measurement can be known the condition and human resource capability of the UKM, which is both of that thing will be made as a basic to choose the strategy for technology development. This research has a purpose to develop the technology that has been owned by the UKM right now with the result of technology measurement and personality measurement as a foundation. The result of this research is the strategy for technology development which is based on analysis of management strategy with SWOT modelling and by considering the model of technometric along with the people personality that use Kualitas Kewirausahaan Pribadi (KKP) measurement.
