Abstract
The objective of this study was to examine the problems faced by the air traffic
controllers (ATCs) in the Soekarno-Hatta International Airport, who graduated from
the Sekolah Tinggi Penerbangan Indonesia (STPI) Curug, Banten. This study also
examined what students’ needed in their English class before working as ATCs.
During this study, the survey method was conducted by distributing each
questionnaire to the Director of Safety and Standard of the AirNav Indonesia and the
education staff of the Human Resource Development Center, Directorate General of
Civil Aviation, the Ministry of Transportation. Questionnaires were also distributed
to 16 ATCs in the Soekarno-Hatta International Airport. An interview with the
Director of Safety and Standard of the AirNav Indonesia was conducted to present
additional information.
The results indicated that even experienced ATCs in the Soekarno-Hatta
International Airport found difficulties in handling abnormal situations. Not all of
those 16 respondents who graduated from the STPI Curug had the same English
learning experiences. The Ministry of Transportation did not design any English
teaching syllabus for the STPI Curug. Therefore, a syllabus is needed for the English
class at the STPI Curug. The situational syllabus which integrates practices in
listening and speaking is considered to be suitable for the students as the ATCs speak
and listen to pilots frequently. This study proposes a syllabus for the Aviation English
III class at the STPI Curug. Based on the documents from the Ministry of
Transportation, all time allotment in the Aviation English III class is dedicated to
equip the participants with the language needed to handle abnormal situations.
