April's riot in Batam was fuelled by more than a racist remark. Sobcontracting, or outsourcing as it is called in Indonesia, has become prevalent in recent years. Typically this practice means fawer benefits for workers, less pay, and more precarious employment. This and other issues are being taken up by labour unions, whose numbers have mushroomed since the beginning of reformasi, but the role of unions in the face of political parties and government bureaucracy remains marginal.
