Teaching and utilizing telecommunications in a classroom is sometimes no small feat. Even when the hurdle of cost is surmounted, logistics problems, including training and implementation, loom ahead. Classroom teachers and administrators in Texas have made the commitment to use telecommunications systems for electronic mail and information retrieval while enhancing public education. The benefits of instructional telecomputing became apparent in Texas as a natural outgrowth of the Texas Education Agency's electronic network (TEA-NET). The network was originally begun in 1985 to test the feasibility od district communication with the agency. Texas has nearly 1100 school districts and over 6400 campuses. Yhis number makes it technically and financially difficult for all to access a central computer. Results of the initial pilot included recommendations that an open-ended distributed model be utilized which would include and promote classroom participation. in 1987 a year-long project tested the distributed model where in a local district host was used to support the local, state, and national communication needs of an entire district.
