The Southern African Development Co-ordination Conference (sADCC) comprises the nine independent Southern African states - Angola, Botswana, Lesotho, Malawi, Mozambique, Swaziland, Tanzania, Zambia and Zimbabwe - and is expected to include Namibia on the latter's independence . It was formally created in 1980 by the Declaration of Lusaka, which set out SADCC's objectives
