Educational has been a vital part of the United States' defense system since 1777, when direct Federal administration of educational programs began with the instruction of military personnel. There are about two milion individuals in the military, with 75,000 to 80,000 new recruits entering the service each month. Many of the people lack sufficient knowledge and skills to undertake their military occupational specialities. Thus, a significant portion of current Federal research and development dollars is spent by the United States Department of Defense and/or its contractors in developing technologies for improving academic competencies.
