This article argues that, whilst dressed in the rhetoric of teaching practical skills and providing `value for money', the New Training Initiative is a radical attempt by the government to shift labour market control and resources away from all working people . However, its challenge to the boundary between education and training and to the historic 83 exclusivity of training does provide an opportunity for the left to formulate a genuinely socialist strategy, rather than to just defend the institutions of the past
