This paper discusses empowerment program for coastal communities in Cilincing subdistrict, North Jakarta. Basically, the program has been relatively secessful in developing coastal communities's enterpreneurship. this can be seen from the establisment of cooperatives nd small-scale enterprise in that area. But this paper underline that grant allocation for the fisherman is still limited. Otherwise, the merchants received the most amount of grant allocaton. In other word, bias on delivering program has occured. Furthermore, target location for this proghram has not been equal yet. It was concentrated on few villages only. Low understandig for loan scheme also became crucial problem for the program. Ths has pushed for 'bad credit' in a lot of amount.
