Adapting Bernstein (1971), the paper examines Fijian social structure and communication to argue that, in the context of change, Fijians lack the speech code requisite for the identification of new problems, and retain the inadequate social controls of the older code. Unable to think-out new roles, verbalize problems, and generate options, anxiety and frustration find outlets in expressive behaviour that is regarded as deviant.
