This paper surveys the range of "thought and language" issues, gives brief consideration to the notion of a language of thought, and focuses on the applicability of the purposive explanations of human folk psychology beyond the community of language using beings. Two types of argument for restricting thought to language users are examined and found wanting. But it is argued that those who believe that dumb creatures can engage in practical reasoning and intentional action have no more than a prima facie case in their favor. There is room to doubt whether a developed expalatory science of dumb animal behavior need employ purposive explanations at all.
