To achieve the goal of protecting the marginalized people of the world, the global community should take the idea of international law more seriously. For too long the power of might has over ruled the centrality of law. In the process, the great U. N. institutions, like the international court of justice, which should have mirrored and helped marginalized. Multilateral law making as in the 1988 convention against illicit traffic in narcotic drugs and psychotropic substances and the 1987 montreal protocol on substances that deplete the ozone layer has shoe that when there is the will, and a sense of urgency, it is possible to adopt new ways of defining and teckling itnernational problems. The steps considered in this brief presentation are only the very beginnings of an alternatrive way of considering international relations and of reformulating the united nations.
