For too long the power of might has over ruled the centrality of law. In the process, the great U. N. institutions, like the international court of justice, which should have mirrored and helped marginalized. Multilateral law making as in the 1988 convention against illicit traffic in narcotic drugs and psychotropic substances and the 1987 montreal protocol on substances that deplete the ozone layer has shoe that when there is the will, and a sense of urgency, it is possible to adopt new ways of defining and teckling itnernational problems.
