One of the goals of the Local Government Act Number 32 of 2004 is to accelerate and increase service quality to society of permit service. The observation shows that there is deviation between the desire of client toward the quality of permit service (das sollen) and the quality of permit service provided/produced by the board of industry and tread (das sien). It is estimated that leadership need to commit sufficien effort to increase quality of permit service SIUP which has not yet met the expectation of client. This research uses the method of explanatory survey with quantitative approach of path analysis technique. The study found that leadership significantly affected on the permit service quality SIUP.
