The procedural model proposed in this article would not only make the international law relevant to present day secessionist claims, but would also provide a practicable mechanism for the peaceful settlement of such disputes. Instead of imposing a solution on the inhabitants, the mechanism employed by the procedural model, the plebiscite would enable the people within a disputed territory to determine their own destiny. While the substantive criteria within the international law of self determination evolves to reflect new realities. The procedural model would provide immediate guidance to the opposing sides in a secessionist struggle. This guidance would help preserve international stability and promote the democratic choice of the inhabitants of the disputed territory.
