Isi artikelCollaborative leadership has important roles for achieving collaborative governance effectiveness, but at least, to achieve the state of affair, public leaders must have some basic certain personal attributes, skill and behaviors. It is also affected by type of network structure; commitment to achieve a common goals; trust among participants; type of governance including definitions of boundary and exclusivity, rules for regulating behaviors, and degree of self determiniation; access to equal authority; distribution of equal and definitive accountability; willingness of information sharing; and access to equal resources. despite the importance of public leadership roles for collaborative governance, its effectiveness may be undermined by lack of innovation learning culture of stakeholder or institutions or communities or groups sharing in the collaboration and sustaining adoption of top down approach and domination by the powerful in decision making; rigid hierarchycal structure of involved institutions as well as inflexible accountability; and lack of politics of innovations among public leaders.
